Needed for this tutorial:

PSP

Tube/tubes of your choice

Open a new blank image 1024 x 630

*Note:  The completed letter will appear different in people's e-mail depending upon the settings they have.

Mine is set at 1024 x 768 and this size is viewed perfectly.

Open your tube/duplicate and minimize for now.

Select a color with your eyedropper for the center of your circle from your tube.

Effects/Geometric effects/Circle

Select the circle with your magic wand tool and flood fill the circle with color.

Select the outside white area around your circle.

Selections/Invert

Selections/Modify/Contract 30

While selected, Selections/Invert

Select the band around the circle and fill with color.

While still selected, flood fill  the area around the outside of the circle with a gradient or color.

While still selected, Effects/3D effects/Drop shadow

Repeat the drop shadow but change the vertical and horizontal to minus 6

Selections/Select none

Activate your main tube image, Image/copy --  Image paste as a new layer to the center of your circle.

Reduce the opacity to 26%

Activate your tube again (or a different tube) and resize it about 50%, or to a size that you feel will fit in the corner areas.

Copy/Paste as a new layer.  With your Mover tool , move your tube to the lower left corner of your letter.

Layers/duplicate, Image/Mirror

Layers/duplicate/Image Flip

Layers duplicate/Image Mirror

Layers/Merge/Merge all flatten.

Save for assembly in Letter Creator.
