Needed:

PSP 7 or 8

Filters:

Simple Filters: Diamonds

4 Way Average

VM Tool Box:

Instant Tile

Xero: Art Grain

Open new transparent image 200 X 200

(or smaller if you wish your background to be more detailed or busy).

Pick a Foreground gradient and a Background gradient with your Eye Dropper.

Flood Fill with the darker colored gradient.

Effects/Plugins/Simple/Diamonds.

Effects/Plugins/Simple/4 Way Average.

Image/Add Borders/ 10 symmetric

Highlight with magic wand then flood fill with your lighter colored gradient.

Selections/Invert

Effects/3D/Cut out:

V 2, H 2, Opacity 75, Blur 7.50

Effects/3D/Drop Shadow:

V 3, H 3, Opacity 60, Blur 5.00

Selections/Invert

While your border is still selected, click on:

Effects/Plugins/VMTool Box: Instant tile:

X-Flip 77, Y-Flip 31

While still selected, click on:

Effects/Plugins/Xero/Art Grain:

Soft grain 127, Hard grain 30, Saturation 127

Selections/modify/contract 2

Selections/Select None

Save as a JPG to use in Letter Creator as your background tile.
